“Today I submitted my application for the recently vacated Chapel Hill Town Council seat. The current council has indicated that they would like the option to select a replacement from the pool of candidates who are running for Town Council in November, and have encouraged all candidates to submit their names. I invite my colleagues and any other citizens interested in the seat to join me in applying for the vacancy.”

Penny Rich, a candidate for Chapel Hill Town Council, became the first political candidate in North Carolina history to receive public financing for a municipal election, according to documents provided by the North Carolina State Board of Elections. The Town of Chapel Hill passed a public financing ordinance in April 2009 that allows up to $3000 dollars in public matching funds provided the candidate can raise at least 75 separate donations of $5-20. Rich exceeded the threshold established by the ordinance, becoming one of the first municipal candidates in the United States to qualify for public financing.

I would like to thank each of you for your support in helping me to achieve the 75 signatures and $750 required to qualify for public financing. In helping me to reach this goal you have shown your support of campaign reform and your dedication to fair and free elections. We are making history. This is truly your election.
Although I have shown the support necessary to participate in Voter Owned Elections (”VOE”), I am allowed to raise up to $2250 in small donations ($5-$20/person). Help me to reach my goal by continuing to spread the word about VOE and my campaign. For information on how to contribute, see the Donations page of my website.
I will be holding one more community conversation before the candidate forums begin. Please join me at The Crunkleton on 320 West Franklin Street on Tuesday, August 18th from 5 to 7 p.m.
